بيان الهيئات والفعاليات المدنية والثورية السورية بخصوص حوران
تتعرض أحياء درعا البلد وطريق السد ومخيم الفلسطينيين وأبناء الجولان إلى حصار من قبل قوات النظام والميليشيات المدعومة إيرانياً منذ 24 حزيران / يونيو 2021، ومع دخول الشهر الثاني للحصار وفشل الوصول إلى حل تفاوضي ما بين اللجان الأهلية والنظام في درعا، بسبب إصرار النظام والميليشيات على نشر الحواجز العسكرية وسط الأحياء السكنية والقيام بعمليات اقتحام للمنطقة والتهديد باعتقال وتهجير السكان، الأمر الذي يهدد حياة جميع السكان.
ومع صباح يوم 29 تموز / يوليو 2021 بدأ النظام والميليشيات المدعومة إيرانياً بعملية عسكرية وقصف مكثف على أحياء درعا المحاصرة، باستعمال الدبابات والمدفعية والصواريخ، مع عملية اقتحام من عدة محاور على المدينة، دون أي تدخل من روسيا لوقف الحملة العسكرية كطرف ضامن في اتفاق التسوية، ومع عدم وجود أي نقطة طبية داخل الأحياء المحاصرة، والانقطاع التام للكهرباء والماء، بل إن روسيا نفسها هي من ترعى حملة الاقتحام وتهدد باستقدام مزيد من الميليشيات الإيرانية للجنوب.
تتزامن الحملة العسكرية على درعا مع دعوة روسيا إلى عودة اللاجئين إلى سوريا، رغم قيام روسيا نفسها بقصف مناطق جبل الزاوية ومحافظة إدلب بشكل شبه يومي وارتكاب مجازر بحق المدنيين هناك، مع دعمها للنظام في حصار وقصف واقتحام المناطق التي أجرت اتفاقيات سابقة مع روسيا نفسها، ما يظهر بشكل واضح مهزلة الدعوات الروسية وخطر السكوت عنها من قبل المجتمع الدولي.
لقد عانى قرابة 50 ألف مدني في درعا من الحصار لأكثر من شهر دون أي تدخل أو موقف دولي، ويعاني الآن المدنيون من خطر ارتكاب مذابح انتقامية بحقهم، بسبب رمزية مدينة درعا باعتبارها مهد الثورة السورية ضد نظام الأسد، ونوجه هذا النداء إلى المجتمع الدولي والمنظمات الدولية والإنسانية للتدخل والضغط على روسيا لوقف الحملة العسكرية والحصار ضد أهالي درعا، والعمل بكل السبل الممكنة لمنع تهجير السكان وإخلاء المنطقة لصالح الميليشيات المدعومة إيرانياً.
إن مقاومة أهالي درعا الشجعان المشروعة على حملة النظام العسكرية، تؤكد من جديد أن الإهمال المستمر للتمدد الإيراني وجرائم النظام ضد السوريين سيدفع دائماً لاستمرار التصعيد العسكري وعودة المعارك، ولن يرضخ الشعب السوري لمحاولات تأهيل النظام المجرم أو القبول ببقائه.

Statement on Horan by Syrian Civil Actors, Revolutionary Bodies and Groups
The neighborhoods of Daraa Al-Balad, Al-Sad Road, the Palestinian Camp and Abnaa al-Golan have been under siege imposed by the Assad regime forces and Iranian-backed militias since June 24, 2021 for the second month straight. Every single effort to reach a negotiated solution between the civil committees and the regime in Daraa failed, due to the regime and militias’ insistence on spreading Military checkpoints across residential neighborhoods, breaking into the civilians homes in the area, and threatening residents either with arrest or displacement, which threatens the lives of all residents.
On the morning of July 29, 2021, the regime and the Iranian-backed militias began a military operation and intensive bombing over the besieged neighborhoods of Daraa, using tanks, artillery and missiles, with an incursion from several axes into the city, without any intervention from Russia to stop the military campaign as a guarantor party in the settlement agreement. This violent assault is taking place under an absolute absence of any medical point inside the besieged neighborhoods, each of power (electricity) and water have been completely cut off and Russia not only is standing idly by, but also it gives a hand in the breaking in attempts and vows to bring much more Iranian militants to southern Syria.
The military campaign on Daraa coincides with Russia’s call for the return of refugees to Syria, despite Russia itself resumes bombing the areas of Jabal al-Zawiya, southern Idlib as well as numerous places of Idlib governorate almost daily, committing massacres against civilians over there, in support of the regime’s tactic of imposing sieges, bombing and storming of areas that signed previous agreements with Russia itself, which obviously shows the Russian demands as a self-contradictory and how dangerous it could be if the international community kept silent.
However, over 50 thousand civilians in Daraa have been suffering from the siege for more than a month without any international intervention or at least taking a position, and civilians are now suffering from the risk of perpetrating retaliatory massacres against them, because the city of Daraa is considered as the Syrian Revolution icon, nicknamed as the “Birthplace of the Syrian revolution” against the Assad regime. Moreover, the signatories of this statement urge the international community and international and humanitarian organizations to shoulder their responsibilities and pressure Russia to stop the military campaign and siege against the population of Daraa, and to work in all possible ways to prevent the displacement of the city’s residents and the evacuation of the area in favor of the Iranian-backed militias.
Given these points, the legitimate brave resistance of the population of Daraa against the regime’s military campaign confirms once again that giving the impression that turning a blind eye to of Iranian expansion and the regime’s crimes against the Syrians will always push for the continuation of the military escalation and the return of battles, and the Syrian people will not succumb to attempts to rehabilitate the criminal regime or accept its survival.
